Estate Strategy & Options Appraisal

Following the initial phases of the Clinical Commissioning Group (CCG’s) new ways of working programme, which responded to the requirements and restrictions imposed by Covid-19, the focus moved towards a longer-term estates strategy, recognising the impact on working practices, which would change attitudes to the organisational footprint.

GenNorth were commissioned through Community Ventures Leeds to undertake an Options Appraisal, building on previous work to identify a long-term flexible workplace solution that would support delivery of the CCG’s ‘Shaping Our Future’ Operating model, the transition of the CCG to the Leeds Office of The Integrated Care Board (LOICB) and support greater levels of collaboration and facilitation with partners in the Leeds Health and Care Partnership (LHCP).

Options were developed which considered the viability of the existing footprint vs alternatives and the demand / appetite for teams to meet face to face. Through stakeholder engagement with service managers, a review of all void spaces, costs and existing partnerships, GenNorth were able to analyse spatial requirements, preferred geographical locations and establish opportunities for potential co-location.

A scalable and transferable 3 hub model was developed and evaluated with senior stakeholders, demonstrating that the CCG could comfortably operate from a footprint reduced by 50% and create more flexible, technology enabled environments for teams to meet and work together. The outcome was an agreed temporary North Hub, co-location in the City Centre Hub with the Council, and co-location with Leeds Community Health Trust in a new South Hub.
